<P>PROBLEM TO BE SOLVED: To provide support information for ensuring that a normal terminal can be used in an emergency at the time of being stricken by disaster. <P>SOLUTION: Storage means (19) stores at least association information between a normal time use router (8) and a migration destination (emergency meeting floor 6) of a terminal (16). At normal time, processing means (17) collects any or two or more of information on the normal time use router to which the terminal is connected, information by which the terminal connected to the normal time use router is identified, and a contact telephone number of a user of the terminal connected to the normal time use router. When disaster occurs, the processing means (17) refers to the association information, which is stored in the storage means in advance, between the normal time use router and the migration destination of the terminal; identifies an operating emergency use router (10) of emergency use routers associated with the migration destination of the terminal, on the basis of the information on the normal time use router.
