The present invention relates to a vehicle number recognizing device functioning as crime prevention based on hybrid image transmission and a vehicle number recognizing and providing method using the same. The device comprises: a transceiving unit configured to transmit/receive data to/from a video server, a situation room server, and an integrated vehicle number control server through a switching hub; an image collecting and filtering module configured to control the transceiving unit; an image recognizing and separating module configured to recognize a vehicle and a person; a vehicle number recognizing module configured to recognize a number; a hybrid mode transmitting module configured to check images with respect to the vehicle and the person regarding a crime; and an image value setting module configured to set a recognizing range. Therefore, the device can store and recognize a corresponding image if a vehicle enters a set range. |
