Disclosed are an azo-based foaming agent for preventing the generation of formamide, which is classified as a highly toxic material; a preparation method thereof; and a method for foaming a synthetic resin using the same. The azo-based foaming agent has a structure represented by chemical formula 2. In the chemical formula 2: R_1 and R_2 are each independently hydrogen, or an aliphatic or aromatic hydrocarbon group having 1 to 100 carbon atoms; and R_3 is hydrogen, an aliphatic or aromatic hydrocarbon group having 1 to 100 carbon atoms, or an ester group represented by chemical formula 3. In the chemical formula 3, Y is an aliphatic or aromatic hydrocarbon group having 1 to 50 carbon atoms.
