The present invention provides an eco-friendly degreasing agent composition capable of improving eco-friendliness, while maintaining a cleaning effect of a material surface, comprising: an alkaline chemical metal builder introduced to a degreasing stage of a method for continuously painting a steel plate made of an iron or nonferrous metal, and selected from the group consisting of alkali metals, alkaline earth metals, and a mixture thereof; an anti-etching agent preventing aging of a degreasing agent due to etching the nonferrous metal; an organic alkali chelating agent acting as a sequestering agent; a mixed surfactant in which a biodegradable anionic surfactant acting as an emulsifier and dispersing agent of oil and a nonionic surfactant are mixed; and an activity builder assisting activity of the organic alkali chelating agent such that a surface of the steel plate is stably degreased. The eco-friendly degreasing agent composition is introduced in the form of a solution diluted in water.
