Disclosed are a touch panel apparatus for measuring a biometric signal or operating a screen of the touch panel apparatus, based on a touch input signal sensed by the touch panel apparatus, and a method for measuring the biometric signal using the same. The apparatus comprises: a first electrode array sensing the touch input signal; a second electrode array field-coupled to the first electrode array; a control unit configured to determine a mode between a control mode and a measuring mode; and a mode conversion unit connecting the second electrode array to driving power in the control mode and connecting the second electrode array to a ground in the measuring mode.
