PROBLEM TO BE SOLVED: To provide a nonflammable retroreflective material that undergoes retroreflection without unevenness on a surface.SOLUTION: A nonflammable retroreflective material includes a nonflammable base material of a plate-form or a block-form, a glass bead, and a fixing layer that fixes a plurality of the glass beads arranged on a surface of the nonflammable base material, with a part of each of the glass beads exposed. The fixing layer is a sintered body made by sintering a mixture containing at least glaze and glass having a melting point lower than that of the glass bead. The glass beads are arranged with a high density on the surface of the nonflammable base material.SELECTED DRAWING: Figure 1
