The present invention relates to an eco-friendly paint which uses a coating agent including H_2O with a functional mechanism having ozone depletion potential (ODP) and global warming potential (GWP) converging to 0 and providing reduced emission of volatile organic compounds (VOCs) to prevent corrosion of a structure and to protect the structure so as to carry out its functions to a predetermined service life, and to a repairing method using the same. The eco-friendly water soluble paint and the repairing method using the same satisfy the performance of an eco-friendly water soluble heavy duty paint recommended by the Standard Specification for Road Bridge, prevent environmental pollution by reducing the content of VOCs, and use a highly weather resistant coating agent to form a dense and hard coating film through a chemical mechanism, thereby preventing corrosion of a structure and protecting the structure so as to carry out its functions to a predetermined service life.
