Disclosed are a system and a method for providing cloud-based user interfaces (UIs) substantially reducing a load of a server, configured to provide UIs, by storing video content and a UI resource in a storage, distinguished from a server and controlling the video content and the UI resource to be combined with each other in a subscriber terminal device. According to the system and the method of the present invention, consistent UIs are provided for various set-top boxes and media devices, and a change in UIs and a test of the same can be easily conducted.
