PROBLEM TO BE SOLVED: To provide a method and an apparatus for suppressing the adhesion of radionuclide to a carbon steel member, capable of shortening a step of forming a coat on the surface of the carbon steel member that is a constituent member of a nuclear power plant, and reliably obtaining the effect of suppressing the adhesion of radionuclide to the surface of the carbon steel material.SOLUTION: A hematite coat is formed on a surface of a carbon steel member that constitutes a nuclear power plant by bringing a coat formation liquid containing a pH adjuster and an oxidizing agent and having a pH value from 2 to 7 into contact with the surface of the carbon steel member.
