PROBLEM TO BE SOLVED: To provide a technique to confirm the contents of voice data by communication even when the communication of the voice data becomes difficult.SOLUTION: A processing unit 34 has a business radio communication unit 32 transmit accepted voice data, and has a storage unit 44 store the voice data.
