PROBLEM TO BE SOLVED: To provide an information providing system capable of switching response contents to an input of a user on the basis of a prescribed response condition, and further making a user terminal perform a prescribed behavior (action) in the case of outputting the response content to the input of the user.SOLUTION: An information providing server 200 selects a comparison object character string whose meaning is the closest to an input sentence from a user from knowledge data 310, and determines a response character string corresponding to the comparison object character string. If there are a plurality of response character strings corresponding to the comparison object character string, response contents are determined in accordance with a response condition.
