PROBLEM TO BE SOLVED: To provide a heater that can more appropriately change how to blow out hot air compared to conventional cases in accordance with a situation, and an air conditioner.SOLUTION: An indoor unit 10 of an air conditioner includes an indoor side heat exchanger 16 as a heat source. The indoor unit 10 further includes: an indoor air blower 17 for sending out use fluid warmed by the indoor side heat exchanger 16; a front surface panel 12 (blowout holes 12a) that is arranged on the front plane of the indoor unit to discharge the use fluid sent out from the indoor air blower 17 to outside; a floor surface blowout port 18 that is arranged in a lower part of the front plane of the indoor unit to discharge the use fluid sent out from the indoor air blower 17 to outside; a human body detection sensor 41 for detecting the presence of persons; and an air blowing control section 45a for switching an air blowing route between the front surface panel 12 and the floor surface blowout port 18 on he basis of the detection result from the human body detection section 41.SELECTED DRAWING: Figure 5
