PROBLEM TO BE SOLVED: To provide a technique to confirm the contents of voice data by communication even when the communication of the voice data becomes difficult.SOLUTION: A microphone 40 accepts voice data which is going to be a transmission object. A business radio communication unit 32 transmits the accepted voice data. A processing unit 34 has a storage unit 44 store time information for identifying each block when the accepted voice data is divided into a plurality of blocks, and the voice data. The business radio communication unit 32 receives a request signal that is for requesting the transmission of the voice data stored in the storage unit 44 and includes the time information.
