PROBLEM TO BE SOLVED: To provide a technique capable of avoiding the occurrence of congestion.SOLUTION: A control device for a measuring apparatus comprises: communication means for receiving time information indicating timing when another measuring apparatus transmits measurement data to a base station from the other measuring apparatus using a communication scheme different from a communication scheme used between the measuring apparatus and the base station; determination means for determining that transmission time for the measuring apparatus is time when the other measuring apparatus does not transmit the measurement data on the basis of the time information; and transmission control means for performing control so as to transmit the measurement data of the measuring device to the base station at the transmission time determined by the determination means.SELECTED DRAWING: Figure 3
