PROBLEM TO BE SOLVED: To provide a device for generating a test scenario satisfying the multiplicity of the operation result of the current operating system or more under constraint that the order of the last request telegram to be transmitted in a series of transactions is not changed.SOLUTION: A telegram information analysis unit 102 of a test scenario generation device 101 extracts the start time and a first finish time of a transaction in the current operating system as session information of a session corresponding to the transaction on the basis of telegram information 111, 112 of the current operating system 108, 110. An edition information generation unit 104 continues multiplicity being session overlapping obtained by setting the extracted session information to test an online system for a prescribed time, rearranges the first finish time so as to be a late order, and calculates difference between a rearranged second finish time and the first finish time as a time correction value.
