An electric shock protection element and a mobile electronic device having the same are provided. According to an exemplary embodiment of the present invention, the electric shock protection element is arranged between a conductor capable of touching a human body and an embedded circuit unit of the electronic device, which comprises: a body in which a plurality of sheet layers are stacked therein; an electric shock protection unit including at least a pair of inner electrodes arranged to be separated at regular intervals inside the body, passing static electricity without having dielectric breakdown when the static electricity flows in from the conductor, and blocking leakage current of an external power flowed in from a ground of the circuit unit; and at least one capacitor layer connected to both ends of the electric shock protection unit in parallel, and passing a communications signal flowed in from the conductor.
