The present invention provides a device and a method for producing a twisted composite material rod, and a twisted composite material rod produced through the device. According to the present invention, a composite material rod capable of being utilized as a Z-pin for lamination direction coupling of a composite material lamination structure is produced, and a concavo-convex part may be economically and effectively produced on the surface of the composite material rod. The device comprises: a weaving unit (110) for producing a thread woven body (520) by weaving a plurality of threads (510) in a predetermined shape, and discharging the thread woven body (520); and a drawing unit (120) for producing a composite material rod (500) by compressing and elongating the thread woven body (520).
