The present invention relates to a memory controller, capable of performing a scheduling operation, and a method of operating the same. According to one embodiment of the present invention, the memory controller includes: a monitoring unit; a mediation unit; and an instruction creation unit. The monitoring unit monitors the number of multiple requests provided from a host. The mediation unit controls a processing sequence of the multiple requests and whether or not closing a bank according to the output of the monitoring unit. The instruction creation unit creates an instruction to control a memory device according to a request selected by the mediation unit.
