The present invention relates to a normalizing heat treatment method to minimize deviation of mechanical properties, and obtaining high strength and high toughness. The present invention provides a normalizing heat treatment method capable of obtaining high strength and high toughness of a steel material for a cylinder of a heavy equipment. According to the present invention, the normalizing heat treatment method comprises: a step of heat-treating a steel bar which is not cut, and cooling the heat-treated steel bar using air mist; and a step of fan cooling.
