PROBLEM TO BE SOLVED: To suppress a difference in load between nodes.SOLUTION: A processor 10 is configured to record first identifiers applied to received data and nodes which process the data and load information related to the processing of the data in association in a first map 11. The processor 10 is configured to, after the number of the first identifiers stored in the first map 11 reaches a threshold, delete the first identifiers selected on the basis of the load information from the first map 11. Then, the processor 10 is configured to, when the first identifiers applied to received data 5 and 6 are stored in the first map 11, determine to allow the nodes associated with the first identifiers in the first map 11 to process the data 5 and 6.
