A Policy and Charging Control (PCC) starting method and apparatus. The method comprises: registering a PCC enabling flag used for representing whether to start Policy and Charging Control (PCC) according to a user signature (S201); and in the process of a user accessing a network, according to a system protocol type, transferring the PCC enabling flag to a Bearer Binding and Event Reporting Function entity (BBERF) and a Policy and Charging Enforcement Function entity (PCEF), or transferring same to the PCEF, so that the BBERF and the PCEF judge whether to start the PCC according to the PCC enabling flag (S202). In the present invention, the PCC enabling flag is registered by means of the user signature and is transferred to the BBERF and the PCEF, so that the problem that the PCC cannot be activated by the BBERF and the PCEF in a personalization manner based on the user signature currently is solved. |
