PROBLEM TO BE SOLVED: To allow a terminal device to give notice of information from a base station device even if the terminal device during D2D communication is difficult to communicate through a cellular communication network.SOLUTION: A communication system is able to perform terminal-to-terminal communication to perform direct radio communication without going through a base station device 30 between a first terminal device 10 in a state of being able to perform cellular communication with the base station device 30 and a second terminal device 20 in a state of not being able to perform cellular communication with the base station device 30. The first terminal device 10 comprises: a reception unit for receiving information announced by the base station device 30 by cellular communication; and a control unit for performing control so as to relay the information received by the reception unit to the second terminal device 20 by terminal-to-terminal communication.SELECTED DRAWING: Figure 1
