PROBLEM TO BE SOLVED: To determine a candidate station suitable for establishing a business place.SOLUTION: An area identification section identifies a candidate area for establishing a business place to which employees commute to work based on a piece of location information on a station nearest for employees (S10). A station extraction section extracts plural stations which are included in the identified area (S12, S14). A nearest station candidate determination part determines candidate stations where the business place should be established based on a total of transportation cost when the employees use the extracted stations (S16, S18) and outputs the same (S20).SELECTED DRAWING: Figure 4
