PROBLEM TO BE SOLVED: To provide an environment that simply and quickly constructs a data-link layer communication network traversing a packet communication network.SOLUTION: A relay server 1 comprises: a frame transmission path establishing unit 102 that adds management information on an upper-level layer than a data-link layer to a prescribed frame on the data-link layer, and thereby establishes a frame transmission path to transmit a frame to a communication node by upper-level layer communication; a logical connection information holding unit 103 that holds logical connection information indicating logical connection relation among a plurality of frame transmission paths; and a frame relay unit 104 that transmits a received frame to a second frame transmission path when receiving the frame from the first frame transmission path if the connection relation indicated by the logical connection information indicates that the first frame transmission path and the second frame transmission path are connected.SELECTED DRAWING: Figure 6
