PROBLEM TO BE SOLVED: To enable an excellent decoding processing in a reception side.SOLUTION: Image data of a picture constructing moving image data is categorized into a plurality of hierarchies. The categorized image data of picture in each hierarchy is coded, and the plurality of hierarchies is divided into a predetermined number of hierarchy groups. A predetermined number of video streams each having coed image data of the picture of hierarchy group is formed. The coded image data has an NAL unit structure, and a level specification value of the video stream of the lowest hierarchy group is inserted to the NAL unit of an SPS of the video stream of the lowest hierarchy group. A coding device codes so that a decode timing of the coded image data of picture in the hierarchy group positioned at a position higher than the lowest hierarchy group becomes an intermediate timing of the decode timing of coded image data of picture in all hierarchy group positioned at a position lower than the hierarchy group.
