PROBLEM TO BE SOLVED: To reduce a generated coding amount of a motion vector difference by calculating a plurality of motion vector predictors and selecting an optimal motion vector predictor from among the plurality of motion vector predictors, and thus improve the coding efficiency.SOLUTION: A motion vector predictor candidate constructing unit 121 performs prediction, based on a motion vector of one of coded blocks neighboring a coding target block in the same picture as the coding target block, constructs a plurality of motion vector predictor candidates, and registers them in a motion vector predictor candidate list. A motion vector predictor candidate number limiting unit 124 limits the number of motion vector predictor candidates registered in the motion vector predictor candidate list to a maximum candidate number according to a size of a prediction block. A motion vector predictor selecting unit 126 selects a motion vector predictor from the motion vector predictor candidate list.
