The present invention relates to a biodrying process for drying the water contained in municipal mixed waste by using excess air and the heat generated when organic waste partially contained in a municipal mixed waste or an organic material intentionally injected into the municipal mixed waste is decomposed by aerobic microorganisms, and more specifically, to a biodrying water vapor permeable and waterproof cover for effective MBT of municipal mixed waste, and a biodrying device using the same, the biodrying water vapor permeable and waterproof cover using a water vapor permeable and waterproof cover composed, in particular, of a porous film and upper and lower sheets and capable of being produced at low cost, thereby improving water vapor permeability and reducing operation costs, and being useful nationally and in local governments highly needing economical efficiency.
