Disclosed are a method and an apparatus for allocating a tracking area list for preventing a tracking area update being frequently occurring on the boundary of the tracking area list. The method for allocating the tracking area list of a mobility management device of a mobile communication network to a user terminal according to an aspect of the present invention includes: a step in which the mobility management device establishes and stores the tracking area lists, wherein each of the tracking area lists includes a central tracking area, a surrounding tracking area and a boundary tracking area while at least two among the tracking area lists have a superimposed tracking area; and a step in which the mobility management device allocates one among the traking area lists to the user terminal, wherein only the central tracking area and the surrounding tracking area are included in the allocated tracking area list. |
