PROBLEM TO BE SOLVED: To provide a ceramic substrate having high thermal conductivity.SOLUTION: The ceramic substrate includes an insulating layer and a conductor layer formed on at least one surface of the insulating layer. The insulating layer has a first insulating layer laminated on the inner layer side in the thickness direction and a second insulating layer laminated on the outer layer side in the thickness direction. The first insulating layer and the second insulating layer contain zinc oxide as a main component. The second insulating layer contains a sub-component having a volume resistivity higher than that of the zinc oxide. The first insulating layer does not contain the sub-component or contains the sub-component whose content is lower than that of the sub-component in the second insulating layer.SELECTED DRAWING: Figure 1
