Provided are: a plate-shaped composite member having a metal plate and a resin layer fixed on one surface thereof; and a method for manufacturing the plate-shaped composite member. A metal plate 12 comprises a first metal plate section 14 in which a first through hole 16 is formed and a second metal plate section 20, which is folded from an end of the first metal plate section 14 to the side opposite to a resin layer 24 and stacked in close contact with the first metal plate section 14 and in which a second through hole 18 that is in communication with the first through hole 16 is formed. Resin is insert-molded in the first through hole 16 and the second through hole 18 together with the resin layer 24. The open edge of the second through hole 18 on the first metal plate section 14 side is located to the outside of the open edge of the first through hole 16 on the second metal plate section 20 side. Because it is thereby difficult for the resin layer 24 to peel off of the first metal plate section 14, fixing strength and adhesion strength of the plate-shaped composite member 10 are improved.
