Disclosed are a catalyst complex and a manufacturing method thereof. According to an embodiment of the present invention, provided is the catalyst complex, comprising: a metal foam including a plurality of hollow units; and a catalyst member positioned on the surface of the metal foam. According to an embodiment of the present invention, the catalyst complex can play the role of an inside-modified catalyst for a fuel cell with a long lifespan.
