The present invention relates to a preparation method for pellets which have a uniform hardness and are applicable to cosmetic formulations (cream, lotion, essence, etc.), and a method of measuring the hardness of the pellets. The pellets comprise: a core seed (A); a functional material or concept material layer (B); a pressure sensitive destructible wall layer (C); and an optional outermost protective layer (D).
