The present invention relates to an alloying hot dip galvanizing steel plate with excellent machinability and excellent spot welding property, and a manufacturing method for the same. The alloying hot dip galvanizing steel plate comprises: a steel plate; and a Zn-Fe-Mn alloying layer formed on the steel plate. The steel plate comprises: 0.3-1 wt% of C; 8-25 wt% of Mn; 0.1-3 wt% of Si; 0.1-8 wt% of Al; 0.1-2 wt% of Cr; 0.01-0.2 wt% of Ti; 0.0005-0.01 wt% of B; 0.01-0.3 wt% of P; 0.0005-0.01 wt% of S; 0.06-2.0 wt% of Ni; 0.02-0.2 wt% of Sn; and remainder consisting of Fe and inevitable impurities. The Zn-Fe-Mn alloying layer comprises: 2 wt% or greater of Mn; 16-20 wt% of a content sum of Mn and Fe; and the remainder consisting of Zn.
