The present invention relates to a translucent oil in water (O/W) nano-emulsion cosmetic composition, which comprises high content oils (5 to 30%) and has excellent stability and, more specifically, to a nano-emulsion cosmetic composition of low viscosity physical properties (5000cps or less), and to a producing method thereof. The nano-emulsion cosmetic composition has translucent appearance by secondarily passing through a high pressure homogenizer after producing pre-emulsion applying an emulsifier.
