The embodiments of the invention provide a method, apparatus and system for identifying terminal users. The method comprises: obtaining a reside time of the terminal in a first cell of a private network, the first cell being any one cell in the private network; determining the user type of the terminal according to the reside time, the user type being a private network user or a public network user, the private network being a network covering along a high speed railway, the public network being a network covering the region outside the high speed railway, the private network user being a user taking the high speed railway, and the public network user being a user not taking the high speed railway. The user type of the terminal is determined by the reside time, without depending on a report of a base station, so that whether the terminal being a public network user can be determined timely, and further the congestion problem of the private network is solved in time. |
