[Solution] An operation state information acquisition unit 13 acquires, from multiple communication transfer devices, operation state information indicating the operation states of the respective communication transfer devices. A hub selection unit 15 selects, in accordance with a combination of multiple communication devices transmitting/receiving a packet, on the basis of the operation state information acquired by the operation state information acquisition means, one of the multiple communication transfer devices which is to serve as a hub. A transfer rule determination unit 17 determines transfer rules, which are to be set in the respective communication transfer devices, such that the packet transmitted by one of the communication devices in the combination is transferred to another one of the communication devices in the combination via the communication transfer device selected as the hub. A transfer rule transmission unit 12 then transmits the transfer rules determined by the transfer rule determination means 17 to the respective communication transfer devices.
