PROBLEM TO BE SOLVED: To provide a watching person with a result of a total determination on a situation of a person who is remotely watched made based upon a plurality of factors.SOLUTION: A television device 10 which is operated by a user (a person to be watched) outputs and sends operation notice showing information associated with an operation to a server device 30. A temperature sensor 27 and a humidity sensor 28 installed in a house H1 output and send detection results (temperature and humidity) to the server device 30. On receiving the operation notice and detection results, the server device 30 specifies an operation notice determination level based upon the operation notice, specifies a detection result determination level based upon the detection results, and determines a situation of the user totally based upon each specified determination level. After determining respective situations of users registered for watch service, the server device 30 transmits details corresponding to determination results to an operator terminal so as to output them from the operator terminal.SELECTED DRAWING: Figure 1
