The operation rod 3 moves a limb being held. The power amount detection part outputs a power amount component signal based on a magnitude of a power amount component. The operation position detection part detects an operation position of the operation rod 3. The border line direction speed calculation part 1111-17' calculates a border line direction speed. The operation position prediction part 1111-19' calculates a predicted operation position P''.
