Problem: To provide a metal foil coil provided with a leveling film whereby an electronic device can be formed, by a roll-to-roll process. Solution: In the present invention, a film having a thickness of 2.0 µm to 5.0 µm is formed on a metal foil coil, the film being formed from a coating liquid for forming a leveling film which can be cured in a short time, the coating liquid being obtained by dissolving, in an aromatic hydrocarbon solvent, a resin obtained by adding 0.1 mole to 1 mole of acetic acid and 0.005 mole to 0.05 mole of organotin as catalysts to 1 mole of phenyltrialkoxysilane in an organic solvent, performing hydrolysis in 2 moles to 4 moles of water, and then vacuum-distilling the organic solvent at a temperature of 160°C to 210°C. In the present invention, high reliability of insulation is obtained when an insulating coating is applied to the metal foil coil prior to forming the leveling film. In the present invention, a highly efficient light-emitting element is obtained when a stainless steel foil on which a reflecting film is formed is used.
