The present invention relates to a radiating blade heater of a polar ship using waste heat and a heating method of the radiating blade heater. When warming up, a heat medium such as thermal oil or steam is not individually supplied to a preheating heater and a duct heater, but the heat medium is supplied to the duct heater. After heat exchange, a remaining waste heat medium is not drained, but is circulated to the preheating heater to heat the preheating heater using residual heat of the waste heat medium, thereby reducing a supply amount of the heat medium and increasing energy efficiency.
