PROBLEM TO BE SOLVED: To provide an emulsion for blood vessel injection which can efficiently deliver the active ingredient of hydrophobic powders s to an affected area; to provide a production method thereof, and to provide a device used for the production thereof.SOLUTION: The invention provides a s/o/w type emulsion in which a suspension s/o in which hydrophobic powders s are suspended into an oil phase o is dispersed into an outer water phase w as an oil droplet s/o, and each oil droplet s/o is spherical shaped and almost the same size.SELECTED DRAWING: Figure 1
