PROBLEM TO BE SOLVED: To provide an optical element, an image display device, and a method for manufacturing an optical element, in which security property is improved by suppressing image light from exiting as 0-order light to the outside.SOLUTION: The optical element deflects at least a part of image light toward a pupil of an observer, and the optical element comprises a laminate including: a first reflective diffraction element where the image light enters; and a second reflective diffraction element layered on an opposite side of the first reflective diffraction element to the pupil.SELECTED DRAWING: Figure 2 |
