PROBLEM TO BE SOLVED: To provide a two-pack type polyurethane coating material composition and a coating film that have good touch feeling such as moist feeling and smooth feeling and stably and securely achieve scratch resistance.SOLUTION: The two-pack type polyurethane coating material composition contains a main agent containing a polycarbonate polyol having an average molecular weight of 1,000 to 2,000 and a curing agent containing a polyisocyanate, silica, a surface regulating agent, amine and a catalyst.
