PROBLEM TO BE SOLVED: To provide a cleaning device that can remove potential on the surface of a cleaning target member to efficiently clean the cleaning target member.SOLUTION: A cleaning device 18 according to an embodiment of the present invention has discharge members 37 that remove residual potential on the surface of a photoreceptor drum 15 after image transfer provided on a recovery blade 33. The discharge members 37 are grounded via a housing 36 that holds the recovery blade 33, and brought into contact with the surface of the photoreceptor drum 15 to remove residual potential on the surface of the photoreceptor drum 15.
