PROBLEM TO BE SOLVED: To efficiently execute a test to be executed in migrating from the current system to a new system.SOLUTION: A telegram transmitting/receiving unit 531 reads a request telegram of a current system from a telegram storage unit 533, transmits, to a new system A' 520, the request telegram as a request telegram to the new system A' 520, receives a response telegram from the new system A', and stores it in a telegram storage unit.
