The present invention relates to a system for measuring and evaluating building energy performance and a driving method. The system for measuring and evaluating building energy performance includes: a measurement variable setting module (210) which sets building energy and outdoor air temperature as variables; a measured data analyzing module (220) which analyzes correlations between the building energy, and first and second outdoor air temperatures; a regressive model generating module (230) which generates a building energy regressive model and a reference model; a statistically analyzing module (240) which statistically analyzes an energy number model; and an energy reduction analyzing module (250) which grasps an energy reduction amount in comparison with an actual use amount of the building energy, thereby improving performance through effective energy management.
