Embodiments of the present application disclose a method for transmitting information, a first network device, and a system, so as to solve a problem that load and interference of a micro cell are uncontrollable because a UE fails to receive a downlink control channel of the micro cell. The specific solution is as follows: When a user equipment (UE) fails to receive a downlink control channel sent by a first network device, the first network device sends a relative grant (RG) command and/or an acknowledgement indication to a second network device, so that the second network device sends the RG command and/or the acknowledgement indication to the UE, where a serving cell of the UE is a cell of the second network device and a cell of the first network device has been included in an active set.
