Disclosed are an apparatus and a method for deciding an intention of a process. The apparatus for deciding an intention of a process comprises: an interface unit which selects a critical resource from history data for each process; and a processor which designs an alternative simulation model with respect to the selected critical resource, and selects, as an optimal process alternative, an alternative having the smallest difference between a first intention decision target value with respect to a process characteristic model for each critical resource and a second intention decision target value with respect to the alternative simulation model among alternatives derived from the alternative simulation model.
