a first tubular member, of generally cylindrical shape, disposed about a central longitudinal axis and having a first end and an opposite second end, the second end including an outward extending flange; and a second tubular member, of generally cylindrical shape, disposed about the central longitudinal axis and having a first end and an opposite second end, wherein the first end of the second tubular member is formed about and generally permanently coupled to the outward extending flange of the first tubular member via an over-molding process, and wherein the first tubular member is readily rotatable with respect to the second tubular member around the central longitudinal axis. |
