a communication unit which performs a first communication with the radio communication terminal in a first cell, wherein the first cell is an original cell,
wherein the communication unit performs a second communication with the communication terminal in a second cell that is different from the first cell, wherein the second cell is a destination cell; and a controller which controls a size of a coverage area, of at least one of a first cell and second cell, based on a first quality of the first communication and a second quality of the second communication; wherein, when the coverage area of the second cell is smaller than the coverage area of the first cell, the controller controls the size of at least one of the first cell and the second cell so that the sizes of the coverage areas of the first cell and the second cell become substantially equal.
